Know More About Provincial Nominee Programs
The Government of Canada has partnered with provinces and territories across the country in order to operate immigration programs with their own requirements and streams, targeting students, business people, semi-skilled workers and skilled workers. Canada has 13 Provinces and territories and 11 of them offer their own immigration programs. The provincial Nominee program is designed to enable provinces and territories to support the immigration of people who have expressed an interest in settling in their province and territory. The PNP is made up of over 80 unique immigration streams that target international students, business people, skilled and semi-skilled workers who wish to permanently settle in the country. The program offered is for workers who have the skills, education and work experience so that they can contribute to the economy of province or territory and want to become permanent residents of Canada.
Each province or territory participate in the PNP has one stream which aligns with the federal Express entry program. Medical exams and police clearances are required in order to get eligibility under the PNP program. Your intent to live in that province is also one of the other factors to qualify under PNP program. Ontario Immigrant Nominee Program (OINP)
The Ontario Immigrant Nominee Program (OINP) is the province’s economic immigration program. It works in partnership with the Government of Canada through Immigration, Refugees and Citizenship Canada (IRCC). Foreign workers, international students and other with the right skill, experiences and education can become eligible to apply under OINP. There are three ways you may qualify for a nomination:
Employer job offer category: for workers who already have a permanent job offer from an Ontario employer:
- Foreign worker who has worked in Ontario under the skilled positions. Your job offer must be in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC). This stream is open to foreign workers in and outside of Canada. Candidate must first register in the OINP’s Expression of Interest System and receive an invitation to apply before you can apply online to be nominated by the Ontario government for permanent residence. If nominated then the next step is to apply to the Federal government through Immigration, Refugee and Citizenship Canada (IRCC).
- International Student Stream is for the recent graduates with a valid job offer in Ontario. Your job offer must be in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC). This stream is open to foreign workers in and outside of Canada. Candidate must first register in the OINP’s Expression of Interest System and receive an invitation to apply before you can apply online to be nominated by the Ontario government for permanent residence. If nominated then the next step is to apply to the Federal government through Immigration, Refugee and Citizenship Canada (IRCC).
- In-demand Skill Stream is for the intermediate skilled workers in specific sectors, such as agriculture, construction, trucking and personal support workers. Candidate must first register in the OINP’s Expression of Interest System and receive an invitation to apply before you can apply online to be nominated by the Ontario government for permanent residence. If nominated then the next step is to apply to the Federal government through Immigration, Refugee and Citizenship Canada (IRCC).
Masters or PhD Degree is for the international graduates with an Ontario master’s or Ontario PhD degree the opportunity to apply to permanently live and work in Ontario. Candidate must first register in the OINP’s Expression of Interest System and receive an invitation to apply before you can apply online to be nominated by the Ontario government for permanent residence. If nominated then the next step is to apply to the Federal government through Immigration, Refugee and Citizenship Canada (IRCC).
The below streams are operated by federal government’s Express Entry System. To qualify, you must have an Express Entry profile and receive a notification of interest from Ontario.
Human capital category: for workers who have valuable work experience, education, language skills, and a profile in Canada’s Express Entry system; or for graduate students.
- International graduate’s masters or PhD.
- French speaking Skilled worker Stream is for the Candidate for French speaking with skilled workers experience, education and language proficiency in French and English.
- Human Capital Priorities stream: for skilled workers with the required work experience, education and language proficiency in French or English.
- Skilled Trades stream: for workers with work experience in Ontario in an eligible trade occupation.
Business category: is for entrepreneur’s candidate looking to start a new business or to buy an existing business in Ontario. Entrepreneurs Stream for an entrepreneur outside of Canada looking to implement a new business idea or buy and grow an existing business in Ontario.
BC Provincial Nominee Program (BC PNP)
The BC Provincial Nominee Program offers three ways to become a permanent resident in B.C
Skills Immigration
Skills Immigration is for skilled and semi-skilled workers in high-demand occupations in B.C. It uses a points-based invitation system. The process involves registering and applying online for the BC PNP and a paper application process for permanent residency. You may not need prior work experience for some categories. Skilled workers may have work experience from abroad. Entry Level and Semi-Skilled category applicants need B.C. work experience. Recent international graduates of a Canadian university or college may not need any work experience, depending on the job being offered.
Express Entry BC
Express Entry BC is a faster way for eligible skilled workers to immigrate to B.C. You must also qualify for a federal economic immigration program. It uses a points-based invitation system, and is an entirely web-based registration and application process for both the BC PNP and permanent residency process.
You do not require B.C. work experience. However, you must have relevant work experience as well as meet other requirements such as education and language.
Entrepreneur Immigration
The Entrepreneur Immigration stream is for experienced entrepreneurs who want to actively manage a business in B.C. It is a points-based invitation system. Applicants must have the required personal and investment funds.
The Entrepreneur Immigration – Regional Pilot is for entrepreneurs who want to start a new business in participating regional communities across B.C.
We also have an option for companies looking to expand into B.C., and who need to get permanent residency for key employees.

Alberta Immigrant Nominee Program (AINP)
The Alberta Immigrant Nominee Program (AINP) is an economic immigration program that nominates people for permanent residence in Alberta. Nominees must have skills to fill job shortages or be planning to buy or start a business in Alberta. They must also be able to provide for their families. The program is run by the governments of Alberta and Canada.
Streams for workers
The AINP has 2 streams for foreign workers who are living and working in Alberta, or plan to live and work here:
- Alberta Opportunity Stream
Qualified candidates who live and work in Alberta and have a job offer from an Alberta employer can apply for an AINP nomination. - Alberta Express Entry Stream
Qualified candidates with an Express Entry profile may be invited by AINP to apply for nomination for permanent residence.
Streams for entrepreneurs
The AINP has 3 streams for entrepreneurs who plan to live in Alberta and buy or start a business in the province:
- International Graduate Entrepreneur Immigration Stream
International graduates of approved Alberta post-secondary institutions who want to start a business or buy an existing business can submit an Expression of Interest (EOI). - Self-Employed Farmer Stream
Experienced farmers who plan to buy or start a farm in Alberta can apply for permanent residence. - Foreign Graduate Start-Up Visa Stream
Foreign graduates from outside of Canada can apply for permanent residence.
The Manitoba Provincial Nominee Program (MPNP)
Many young foreign students, skilled workers and entrepreneurs choosing Manitoba for its high employment and peaceful life. There are multiple programs which Manitoba government offering for foreigner.
Skilled Workers Stream
The Skilled Workers Stream is locally driven and based on the needs of Manitoba employers. We select internationally trained and experienced workers who have the skills needed in the local labour market, and nominate them to receive Canadian permanent resident visas to settle and work in Manitoba.
The Skilled Workers in Manitoba pathway nominates applicants who have a strong connection to our province through ongoing employment and sufficient skills, education and training, work experience and official language proficiency to make an immediate and ongoing contribution to the Manitoba economy and our community at large
Skilled Workers Overseas
The Skilled Workers Stream is locally driven and based on the needs of Manitoba employers. We select internationally trained and experienced workers who have the skills needed in the local labor market, and nominate them to receive Canadian permanent resident visas to settle and work in Manitoba. The Skilled Workers Overseas pathway nominates applicants who demonstrate an established connection to Manitoba through:
- the support of family members or friends;
- through previous education or work experience in the province; or
- through an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative
International Education Stream
There are three pathways:

- International Student Entrepreneur Pilot
Business Investor Stream
- Entrepreneur Pathway
The renewed Entrepreneur Pathway replaces the previous MPNP-B stream. It allows Manitoba to recruit and nominate qualified business people from around the world who have the intent and ability to move to Manitoba and establish, purchase a business or become partners in an existing business within the first 24 months of arrival in Canada on a temporary work permit. Applicants are no longer required to submit a deposit of $100,000 to the Manitoba Government. Farm Investor Pathway
The renewed Farm Investor Pathway (FIP) replaces the previous Farm Strategic Recruitment Initiative. The Pathway is for individuals with proven farm business experience, sufficient available capital to invest, and who intend to establish and operate a farm operation in rural Manitoba. It is expected that successful applicants of the FIP will establish a farm business in rural Manitoba producing primary products that is consistent with the province’s current farm industry. The type of operation and investment must correlate with Provincial statistics and be relevant to Manitoba’s farm industry. Agri-business operations not producing primary products may qualify under the Entrepreneur Pathway.
New Brunswick Express Entry Stream
The New Brunswick Express Entry Stream is designed for Foreign Nationals with the skills, education and work experience to contribute to New Brunswick’s economy, who are ready to live and work in New Brunswick and meet the requirements for each stage of the Express Entry Stream.
The New Brunswick Express Entry stream is currently accepting Expressions of Interest (EOIs) via the from individuals who meet all of the following submission criteria:
- The applicant has submitted a federal Express Entry Profile and has a valid Federal Express Entry Profile Number and Job Seeker Validation Code.
- The applicant is currently living and working in New Brunswick; a letter of employment from the employer must be provided .
- The applicant has a valid Canadian Work Permit; a pdf copy must be provided .
- The NOC Code for this current employment is for a position that matches NOC Level 0, A, or B: NOC Code must be provided.
- The applicant has valid language test scores (IELTS, CELPIP, or TEF Canada) with scores equivalent to CLB 7 in all four language competencies: test scores, and a pdf copy of these test results must be provided.
- The applicant has a valid Educational Credential Assessment (ECA) which attests to the minimum equivalent of a Canadian High School diploma: a pdf copy of the ECA must be provided
